The best tones of tube amps usually come at higher volume levels, and with a 100 Watt stack, it's a pain to get to those volumes in a regular practice space (i.e. your house). Attenuators allow you to get these good tones at a lower volume, to make high wattage amps more manageable.

I'm not exactly sure, but I think they limit the amount of power going to the amp.

they connect between the amp and cab and absorb most of
the current going from the amp to the cab. marshall had the "power brake"
but it was like $700. most high power attenuators are pretty expensive.
you can expect to pay $3-500 for a 100W model

think of it as adding a second master volume between the amp and cab.
like GRX40 said it allows you to crank the amp so you hit that sweet
spot at a friendly volume.

the "Tube Cube" (160W) can be found on ebay for $149
and is probably the best quality for under $200
they are handmade in the states and use transformers
to soak the signal.

Some amps come built in with Power Soaks.

I think some larger Carvins do, maybe give them a look if you can? (They'd be pretty hard to find though)
